U.S.-China spat raises tension

U.S.-China spat raises tension
WASHINGTON (Reuters) - The United States accused China on Tuesday of adopting a more aggressive military stance as a naval confrontation sparked anger in Beijing and raised tensions ahead of a U.S. visit by China's foreign minister. The incident involving five Chinese ships and a U.S. Navy survey vessel threatened to complicate political and economic ties between the two powers as they wrestle with a joint response to the global economic crisis.National Intelligence Director Dennis Blair told Congress the Chinese "seem to be in a more military, aggressive" posture, but it was still unclear whether Beijing was using its growing power "for good or pushing people around."The United States accused China of harassing the U.S. ship, the USNS Impeccable, in international waters off Hainan island, a launch-point of Beijing's military expansion and site of a major submarine base.China countered that the United States distorted the truth and violated international and Chinese laws."The U.S. claims are gravely in contravention of the facts and confuse black and white and they are totally unacceptable to China," Chinese Foreign Ministry spokesman Ma Zhaoxu said in Beijing. The exchange came as Chinese Foreign Minister Yang Jiechi arrived in Washington to lay the groundwork for a meeting between Chinese President Hu Jintao and President Barack Obama at the G20 summit in London next month.
Yang has meetings planned on Wednesday with Secretary of State Hillary Clinton and Treasury Secretary Tim Geithner, and will visit the White House.Blair called the incident in the South China Sea the most serious since a Chinese military plane collided with a U.S. electronic surveillance plane off Hainan in April 2001, during the early months of President George W. Bush's presidency.A Chinese pilot was killed, and the U.S. plane made an emergency landing on the island. The U.S. crew was released 10 days later, and the plane was later returned.
EARLY MESSAGE?
The United States said the Chinese actions appeared deliberate, and some analysts said China might be sending a message early in the Obama administration about its rights to keep foreign navies from conducting surveillance near its economic zone. The dispute comes as the two countries face a complex web of financial problems and the world's largest economies try to form a coordinated response to the growing global economic crisis.A senior U.S. defense official on Tuesday said the United States would continue to operate in international waters, but he stopped short of saying any U.S. ocean surveillance vessels would return to the area where Sunday's incident occurred. The director of the Defense Intelligence Agency, Lt. Gen. Michael Maples, told Congress that China was strengthening its ability to conduct military operations along its periphery and acquiring sophisticated air defenses from Russia.
-----------------------------------------------
On March 8, 2009, the Impeccable was harassed 75 miles south of Hainan, China, while conducting surveys in international waters as recognized by the United States. However, China claims this area in the South China Sea as a part of its Exclusive Economic Zone. The Impeccable was unarmed and was shadowed by five Chinese ships, including a Bureau of Maritime Fisheries Patrol Vessel, a State Oceanographic Administration patrol vessel, a Chinese Navy intelligence collection ship, and two small Chinese-flagged trawlers, which aggressively maneuvered dangerously close to the ship, with two closing in to 50 feet, waving Chinese flags, and ordering the Impeccable from the area. The civilian crew sprayed water at one of the nearest Chinese ships, but the Chinese sailors, despite the force of the water, stripped down to their underwear, and the vessel closed to within 25 feet of the American ocean surveillance ship. Shortly after the incident, the Impeccable radioed the Chinese crews, informing them of its intentions to leave the area, and requesting a safe pass to travel. When trying to leave the area, however, two of the Chinese ships stopped directly in front of the fleeing ship, forcing it to do an emergency stop to avoid a collision] The crew aboard one of the Chinese ships also used a grappling hook to try to snag Impeccable's towed sonar array
This incident was the latest in a string of incidents involving the Impeccable and Chinese vessels. On Thursday, March 5, 2009, a Chinese frigate approached Impeccable and crossed its bow at a range of approximately 100 yards. This was followed less than two hours later by a Chinese Y-12 aircraft conducting 11 fly-bys of Impeccable at an altitude of 600 feet and a range from 100-300 feet. The frigate then crossed Impeccable's bow again, this time at a range of approximately 400-500 yards without rendering courtesy or notice of her intentions.[On Saturday, March 7, as reported a Chinese intelligence collection ship challenged Impeccable over bridge-to-bridge radio, calling her operations illegal and directing Impeccable to leave the area or "suffer the consequences."The United States has lodged formal protests. Under international law, the U.S. military can conduct activities "in waters beyond the territorial sea of another state without prior notification or consent" including in an exclusive economic zone of another country, said a Pentagon spokesman. "The unprofessional maneuvers by Chinese vessels violated the requirement under international law to operate with due regard for the rights and safety of other lawful users of the ocean."[Chinese Foreign Ministry says the USNS Impeccable conducted activities in China's special economic zone in the South China Sea, violating international and Chinese law, and the Pentagon's complaint that five Chinese vessels had harassed the USNS Impeccable were "totally inaccurate". The territorial claim by China is not recognized by any other country in the region. "China's done this before, they've harassed boats that they feel have intruded into an area they claim," said Wendell Minnick of Jane's Defence Weekly. The Impeccable's surveillance mission is focused on undersea warfare. The Chinese government may be particularly interested in this, due to the fact that they operate an estimated 62 submarines, most of which are diesel electric powered. This incident comes just after the inauguration of President Barack Obama. This has been compared to the Hainan Island incident, which took place shortly after the inauguration of President George W. Bush. In April of 2001, two Chinese J-8 fighter aircraft attempted to intercept a American EP-3E ARIES II, causing a midair collision that resulted in the death of one Chinese pilot and capture and detention of the 24 person crew of the American aircraft for ten days, until their release on April 11, 2001.

The $700 trillion elephant !!

The $700 trillion elephant
SANTA MONICA, Calif. (MarketWatch) --
There's a $700 trillion elephant in the room and it's time we found out how much it really weighs on the economy. Derivative contracts total about three-quarters of a quadrillion dollars in "notional" amounts, according to the Bank for International Settlements. These contracts are tallied in notional values because no one really can say how much they are worth. But valuing them correctly is exactly what we should be doing because these comprise the viral disease that has infected the financial markets and the economies of the world. Try as we might to salvage the residential real estate market, it's at best worth $23 trillion in the U.S. We're struggling to save the stock market, but that's valued at less than $15 trillion. And we hope to keep the entire U.S. economy from collapsing, yet gross domestic product stands at $14.2 trillion. Compare any of these to the derivatives market and you can easily see that we are just closing the windows as a tsunami crashes to shore. The total value of all the stock markets in the world amounts to less than $50 trillion, according to the World Federation of Exchanges. To be sure, the derivatives market is international. But much of the trouble we're in began with contracts "derived" from the values associated with U.S. residential real estate market. These contracts were engineered based on the various assumptions tied to those values. Few know what derivatives are worth. I spoke with one derivatives trader who manages billions of dollars and she said she couldn't even value her portfolio because "no one knows anymore who is on the other side of the trade." Derivatives pricing, simply put, is determined by what someone else is willing to pay for the contract. The value is based on an artificial scenario that "X" will be worth "Y" if "Z" happens. Strip away the fantasy, however, and the reality of the situation is akin to a game of musical chairs -- without any chairs.
So now the music has finally stopped.
That's why stabilizing the housing market will do little to take the sting out of the snapback we are going through on Wall Street. Once people's mortgages were sold off to secondary buyers, and then all sorts of crazy types of derivative securities were devised based on those, and those securities were in turn traded on down the line, there is now little if any relevance to the real estate values on which they were pegged. We need to identify and determine the real value of derivatives before we give banks and institutions a pass-go with more tax dollars. Otherwise, homeowners will suffer as banks patch up the holes left in their balance sheets by the derivatives gone poof; new credit won't be extended until the raff of the old credit is put behind. It isn't the housing market devaluation, or the sub-prime mortgage market defaults that have us in real trouble. Those are nice fakes to sway attention away from the place where greed truly flourished -- trading phony instruments to the tune of $700 trillion. Let's figure how to get out from under that. Then maybe the capital will begin to flow again through the markets. Right now, this elephant isn't just in the room, it's sitting on us.

Iran test fires new long-range missile, report

TEHRAN, March 8 (Xinhua) -- Iran has "successfully" test fired a new long-range missile, Iran's English-language television station Press TV reported on Sunday. "Iran's Defense Ministry said it has successfully installed long-range (air-to-sea) missiles on some of its jet fighters," the report said, which did not say when the test was conducted. "The ministry said Iranian experts have managed to build and test-launched the new missile to hit its naval targets within a range of more than 110 kilometers." "These are also equipped with radar system for automatic navigation and target recognition," the report said, adding the 500-kg missile is Iran's latest military development. Iran's latest test of its long-range missiles comes amid the global efforts to soothe the tension between Iran and the West over its nuclear program. Tehran has said that its military agenda is defensive and its technology is aimed at the possible aggressions. On Wednesday, Iran's Islamic Revolutionary Guards Corps (IRGC) commander Major General Mohammad Ali Jafari said that Israel's nuclear sites are within the reach of its missiles

To Russia, With Hate ....

To Russia, With Hate
Cato Institute targets the Russkies -by Justin Raimondo
In
Afghanistan, Pakistan, and throughout the Middle East America's name is mud, thanks to the Bush administration and its predecessors. During the Bush era, our international standing took a huge hit, with millions wondering what crazed act of aggression was going to come out of Washington next. Our militaristic foreign policy [.pdf] has alienated our friends while multiplying and emboldening our enemies. To listen to Andrei Illarionov tell it, however, we don't have enough enemies. One more needs to be added to the list, and that is Russia. Illarionov is a Russian citizen, formerly a top economic adviser to then-President Vladimir Putin, and a senior fellow at the ostensibly libertarian (and anti-interventionist) Cato Institute. Illarionov resigned in 2005, declaring that Russia was a dictatorship and Putin was a monster. He's spent the last few years or so telling anyone who will listen that Russia poses a military threat to the United States, and he compares any attempt to repair relations as the equivalent of Munich, an idea that Cato Institute scholar Justin Logan rightly mocked some years ago. In any case, using his Cato credentials to make himself appear credible, Illarionov managed to get himself invited to testify at hearings held by the House committee on international affairs today, and his prepared testimony was made available by a reliable source in the Imperial City. I've dealt with Illarionov's fulminations in this space on previous occasions, but I have to say that his statement to the assembled solons in Washington has got to set some kind of record for looniness. By any standard, no matter how low, Illarionov's testimony is clearly one of the most embarrassing moments for libertarians in the history of the movement. (Warning: I've preserved the original grammar and spelling.)According to Illarionov, the U.S. government has been falling all over itself to mollify Moscow, starting with Bill Clinton and continuing during the Bush administration, to no avail. "The outcomes of these efforts are well known," avers Illarionov. "They were outright failures. Russia has failed to be integrated fully into the community of the modern democratic peaceful nations."
This revisionist history, however, leaves out a few items, starting with the abrogation of the
agreement reached by Bush I and Gorbachev to allow the fall of the East German communist regime in exchange for a pledge by the Americans not to extend NATO into Eastern Europe. Then there was the little matter of the Balkan war, in which the U.S. attacked the former Yugoslavia, without a UN mandate, killing 5,000 civilians and installing the Kosovo Liberation Army in power in Kosovo, which has since been ethnically cleansed of Serbs and is now Europe's drug capital and black market weapons dump. To acknowledge any of this, however, would contradict the Illarionov thesis, which is that Russia today is a regime of Satanic evil, unique in all history, and the quintessential threat to the U.S., perhaps more so than al-Qaeda. According to him, the Obama administration's stance so far "strikingly resembles the beginning of the two preceding administrations' terms. We can see similar desire to improve bilateral relations, similar positive statements, similar promising gestures and visits." Hey, that sounds good to me, but not to Illarionov, because "since nothing serious has changed in the nature of political regimes in both countries it is rather hard not to expect the repetition of already known pattern – high expectations – deep disappointments – heavy failures – for the third time."Promising gestures and visits, positive statements, an effort to improve relations – Illarionov is having none of it. Why not? Well, because "Today's Russia is not a democratic country. The international human rights organization Freedom House assigns 'Not Free' status to Russia since 2004 for each of the last five years. According to the classification of the political regimes, the current one in Russia should be considered as hard authoritarianism. The central place in the Russian political system is occupied by the Corporation of the secret police."Freedom House, which prominently supported the invasion of Iraq and receives truckloads of U.S. taxpayer dollars through the National Endowment for Democracy scam, rates Russia on the same level as China, in spite of the regularly held elections, both for the presidency and the Duma, in which several parties, spanning the spectrum from the ultra-left Communists to the far-right nationalists, compete. Putin and his coalition of parties are somewhere in the middle. This is glossed over by both Freedom House and Illarionov, who complain that the government party is "repressing" the opposition, because, you see, they keep winning elections. Yet any reference to actual facts is out of place in Illarionov's worldview, as the following makes all too clear. In a section entitled "The Corporation of Secret Police," he lays out his diagnosis of what lies behind the Russian state:"The personnel of Federal Security Service – both in active service as well as retired one – form a special type of unity (non-necessarily institutionalized) that can be called brotherhood, order, or corporation. The Corporation of the secret police operatives (CSP) includes first of all acting and former officers of the FSB (former KGB), and to a lesser extent FSO and Prosecutor General Office. Officers of GRU and SVR do also play some role. The members of the Corporation do share strong allegiance to their respective organizations, strict codes of conduct and of honor, basic principles of behavior, including among others the principle of mutual support to each other in any circumstances and the principle of omerta. Since the Corporation preserves traditions, hierarchies, codes and habits of secret police and intelligence services, its members show high degree of obedience to the current leadership, strong loyalty to each other, rather strict discipline. There are both formal and informal means of enforcing these norms. Violators of the code of conduct are subject to the harshest forms of punishment, including the highest form."In short: Russia is ruled by a secret brotherhood of the KGB, which never really surrendered power. The members of this secret brotherhood have retained complete control over the whole of Russian society, and they have managed to do this because they are a breed apart:"Members of the Corporation are trained and inspired with the superiority complex over the rest of the population. Members of the Corporation exude a sense of being the bosses that superior to other people who are not members of the CSP. They are equipped with membership perks, including two most tangible instruments conferring real power over the rest of population in today's Russia – the FSB IDs and the right to carry and use weapons." Of course, no one in Washington has a superiority complex. And as for our officials exuding "a sense of being the bosses" – why, it's unthinkable! One is puzzled by Illarionov's tunnel vision: after all, the right to carry and use weapons is not, alas, universally recognized in the U.S., either, and is increasingly under attack. Does that mean we're living in a totalitarian state? Get serious. This secret society, the "CSP," according to Illarionov, controls everything and everyone in today's Russia. Oh, he goes on to assure us, there are a few dissidents;"not everyone" in the Russian government is a slave of this pervasive neo-Communist conspiracy. However, the all-powerful CSP lurks behind the scenes, pulling the strings on its puppets and directing the state. Their efforts, he claims, are increasingly aggressive, and increasingly directed against America:"The TV channels, radio, printed media are heavily censored with government propaganda disseminating cult of power and violence, directed against democrats, liberals, westerners and the West itself, including and first of all the U.S. The level of the anti-U.S. propaganda is incomparable even with one of the Soviet times in at least 1970-s and 1980s."What Illarionov means by "censored" is not government censorship. There is no government agency that censors the media, poring over news copy and commentary for evidence of anti-government opinions. Instead, what exists is a certain uniformity of opinion in "mainstream" Russia media outlets, which are owned by pro-government businessmen, powerful figures in the top echelons of the nation's crony-capitalist elite. To a lesser degree, this is precisely what we must endure here in the U.S. – a mainstream media owned by corporations feeding off the government teat, who present a united front when it comes to the important issues of the day, including the question of war and peace. Illarionov seems to have slipped into an alternate timeline, a fantasy land in which Russia has reverted to the 1930s and a single party wields absolute power. According to him,"Since 1999 there is no free, open, competitive parliamentary or presidential election in Russia. The last two elections – the parliamentary one in December 2007 and presidential one in March 2008 – have been conducted as special operations and been heavily rigged with at least 20 mln ballots in each case stuffed in favor of the regime candidates. None of the opposition political parties or opposition politicians has been allowed either to participate in the elections, or even to be registered at the Ministry of Justice."This is quite simply a lie – and a preposterous one, at that. Since 1999, Russia has had three presidential elections in which an average of half a dozen major candidates were on the ballot, along with the parliamentary slates of at least a few dozen political parties. Along with United Russia, the Putinite party, the Russian voter has many other choices: the Communists, the Agrarians, the Liberal Democrats, the Democratic Party of Russian, the Russian Democratic Party, the Union of Right Forces, Fair Russia, Civilian Power, the Party of Social Justice, and the list goes on. In America, we get to choose between only two parties, both of which are subsidized and privileged by the state and federal governments. Illarionov and other "libertarian" enemies of Russia complain that Putin and his successor, Medvedev, garnered over 70 percent of the vote, but even if one allows for the usual amount of fraud – is Moscow that different from Chicago in that respect? – polls show Putin and his party are overwhelmingly popular with the Russian people. You can't complain about the lack of real "democracy" in Russia, then complain about the outcome when Putin and his pals rack up victory after victory at the polls.Illarionov claims there are "about 80 political prisoners in the country who are serving their terms for their views and political activities." He only names one: Mikhail Khodorkovsky, the billionaire businessman convicted of tax evasion, corruption, money-laundering, and murder, among other crimes. The others, whom he doesn't mention, are members of the National Bolshevik Party, led by Eduard Limonov, whose political philosophy and methods can bested be summed up by the party's symbol: a black hammer-and-sickle emblazoned on a white circle against a red background. Limonov's ideology is based on ultra-nationalism, a deep and abiding hatred of all things Western, and an openly nihilistic glorification of violence. NBP members have engaged the police in pitched battles and taken over government buildings, and they recruit among skinhead gangs and the dregs of Russian society. The National Bolsheviks, in cooperation with chess champion Gary Kasparov, have created an anti-Putin coalition, "the Other Russia," which has met with a notable lack of success in mobilizing anyone beyond Limonov's loonies and other groups better known in the West than they are in Russia. All of this is pretty standard stuff for the Russophobes: we've heard the same line for quite a few years, ever since Richard Perle declared that Russia must be expelled from the G-8 for the crime of not supporting the U.S. invasion of Iraq and Dick Cheney accused Moscow of launching an "oil war" against its neighbors. Illarionov takes up Cheney's war cries, listing a series of alleged wars waged by the Russians in the years since Putin's rise to power:
"Wars against other nations."Since 2004 the Russian political regime embarked on a series of wars of different kinds against foreign nations.

The list of wars waged in the last 5 years is not a short one:
Russian-Byelorussian Gas War 2004,
First Russian-Ukrainian Gas War, January 2006,
Russian-Georgian Energy Supply War, January 2006,
Russian-Georgian Wine and Mineral Water War, March-April 2006,
Russian-Georgian Spy War, September-October 2006,
Russian-Estonian Monuments and Cyber War, April-May 2007,
Russian-Georgian Conventional War, April-October 2008,
Russian-Azerbaijan Cyber War, August 2008,
Second Russian-Ukrainian Gas War, January 2009,
Anti-US full fledged Propaganda War, 2006-2009."

"Wars of different kinds": a slippery phrase that lacks any precise definition, and, in Illarionov's hands, can mean anything, or, more often, nothing. In the case of these mysterious "gas wars," it means simply adjusting the price of Russia's oil and natural gas output to reflect global market conditions. Ever since the incorporation of, for example, Ukraine into the old USSR, the Kremlin subsidized its oil and gas exports to that country, as well as to the other members of the Soviet bloc. With the fall of communism and the rise of capitalism in the former Soviet Union, the Russians sought to finally
end the subsidies and save some money – this is what Illarionov, who works for Washington's premier "free market" think-tank, the Cato Institute, means by the Russians launching a "gas war." Will wonders never cease? And what is this "Russian-Georgian Wine and Mineral Water War" of March-April 2006 all about? Why, that's when Russia – in response to plenty of Georgian provocations – banned the importation of Georgian wine and mineral water. This may be unwise economically, but is it really the equivalent of a "war"? Does this mean that the U.S. declared war on China when it increased tariffs on the import of Chinese-made toys? Are we smack dab in the middle of the Sino-American Toy War of 2009, without even knowing it? Get real.
I see that, in addition to the fabled "Russian-Estonian Cyber War" of April-May 2007, we also have the previously little-known "Russian-Azerbaijan Cyber War" said to have taken place in August 2008. The reality of these "cyber wars," however, is in
serious doubt, given the inability of the alleged victims to trace the attacks back to the Russian government. This, like so much war propaganda, appears to be a total fabrication. That Illarionov raises these "wars" as credible evidence of Russian perfidy is a perfect joke. Unsurprisingly, Illarionov repeats the assertion, since widely debunked, that Russia invaded Georgia last year, instead of the other way around. He simply ignores the reporting that proves Georgian aggression preceded the Russian response. Illarionov descends into a parody of himself as he notes that the title of the hearing is "From Competition to Collaboration: Strengthening the U.S.-Russian Relationship," and goes on to deliver a rant to end all warmongering rants, grammar and spelling as in the original:"Policy of the proclaimed 'cooperation,' 'movement from competition to collaboration,' 'improvement of relations' with the current political regime in Russia has very clear consequences. Such type of behavior on the part of the US administration can not be called even a retreat. It is not even an appeasement policy that is so well known to all of us by another Munch decision in 1938. It is a surrender. It is a full, absolute and unconditional surrender to the regime of the secret police officers, chekists and Mafiosi bandits in today's Russia. … And therefore it is an open invitation for new adventures of the Russian Chekists' regime in the post-Soviet space and at some points beyond it."The very term for such type of policy has not been chosen by me, it is borrowed from the title of this hearing, namely, collaboration. Therefore the term chosen for the agents of the US administration's policy in the coming era is 'collaborationists.'" [Russia, says the Cato Institute's Illarionov before a full committee of Congress, is preparing for war – and so should we. This is nonsense, of course, dangerous nonsense, as is Illarionov's "Anti-US full fledged Propaganda War [of] 2006-2009." Putin, like most Cato employees, opposed the Iraq war and warned that the U.S. was alienating its friends around the world by engaging in aggressive wars, another favored Cato theme. Russia, although nuclear-armed, has neither the resources nor the desire to engage the U.S. or its allies militarily. Illarionov's sole evidence for this is an uproarious list of "cyber wars" and "gas wars" supposedly launched by the Kremlin, phantom "aggression" that exists entirely in Illarionov's embittered and monomaniacal mindset. The obscene reality is that he's trying like heck to get us involved in a real shooting war with the Russkies, all based on his ludicrous conspiracy theories about the "unique" evil supposedly represented by the Russian state. At a moment when Russia's relations with the U.S. are at a particularly plastic juncture and could go either way – toward a new Cold War, or toward a new era of mutual understanding – to have this lunatic testify before a committee of Congress representing a supposedly libertarian perspective is sheer criminality. Shame on the Cato Institute for allowing this nut-bar to sully their name with his disgraceful "testimony." Russia is emerging from the nightmare of Communism astonishingly intact. It's a miracle the country survived the Yeltsin years, when the nation was looted by "former" communist apparatchiks who seized control of the nation's resources in a series of rigged "privatizations." There is hardly any democratic tradition in Russia, and liberalism is a minority viewpoint rather than the majority mindset: long-standing habits die hard, particularly in a nation as mired in history and tragedy as Russia. Given all this, it's amazing they have elections – relatively free and open ones – in Russia at all. It wasn't so long ago that Stalin's gulags held millions. Now Illarionov wants us to go to war with the Kremlin over a grand total of 80 "political prisoners" of dubious provenance. What a joke – except nobody's laughing. These are deadly serious matters, and it's disturbing that Congress would even entertain the rantings of someone so manifestly un-serious.

Second raid on Ukraine gas offices
Armed agents from Ukraine's security services raided Naftogaz on Wednesday [AFP]
Agents from the Security Service of Ukraine (SBU) have tried to stage a raid for the second straight day on offices connected to Ukraine's gas industry, heightening long-running tensions between the president and prime minister.Naftogaz, the country's state gas company which was raided on Wednesday, said that SBU officials had tried to gain entry to Ukrtransgaz, the offices of the company overseeing Ukraine's pipelines, on Thursday. The second raid came as Naftogaz said it had settled a bill for Russian gas just hours after Vladimir Putin, Russia's prime minister, had waded into the dispute by threatening to cut off gas if Ukraine failed to pay.Moscow confirmed that Kiev had settled the $360m bill for February gas which had been due by March 7.
'Out of control'
Maryna Ostapenko, an SBU spokeswoman, said that the two SBU operations were part of an investigation connected to "abuses in the gas sector".The agents left after a confrontation with members of parliament, loyal to Yulia Tymoshenko, the country's prime minister, who had rushed to the scene. The raids underline political tensions between Tymoshenko and Viktor Yushchenko, Ukraine's president. The SBU reports to the president and Yushchenko backed the initial operation by its forces as a lawful criminal investigation. The president has criticised the prime minister for her conduct in clinching a deal in January under which Ukraine is to pay more for imported Russian gas. Addressing her cabinet on Thursday, Tymoshenko, once a close ally and now a rival of Yushchenko for the presidency, said the security forces were out of control and acting at the president's behest. She said "The prosecutor's office is doing nothing because it has its own interests, the SBU is blatantly breaking the law and the president is covering up for them."This is not merely a violation of the constitution, but in essence the destruction of the very foundation of the state's legal norms."
Putin threat
Earlier on Thursday, Putin had said failure by Ukraine to pay its February bill could prompt Gazprom to curtail gas supplies, as it did for three weeks in January, and again cut off customers in Europe. He said: "If as a result of law enforcement actions and arrests of a number of officials there will be no payment, it will lead to the stoppage of our energy deliveries to our customers in Ukraine as well as customer in Europe."Jose Manuel Barroso, the European Union commission president, later voiced concern over Putin's warning.EU countries have called for closer co-ordination between Kiev and Moscow to rule out any further problems.Ukraine is the main transit route for Russian gas exports to Europe, and a dispute over prices with Russia in January disrupted supplies to many countries in the middle of winter.

War criminals... far away from Sudan !!

The Complexities Behind the al-Bashir Case
The arrest warrant issued by the International Criminal Court for Sudanese President Omar al-Bashir is a victory for the court's top prosecutor !!!!?? . But the chances that the case will ever come to trial are slim. The international arrest warrant issued for Sudanese president Omar al-Bashir by the International Criminal Court is without question a feather in the cap of its top prosecutor, Luis Moreno-Ocampo. But what is the point of indicting someone when the chances that he will ever stand trial are close to none? Sudan doesn't recognize the ICC and refuses to cooperate with it. Unless al-Bashir travels to a country that does recognize the ICC, and gets arrested, or finds himself betrayed at home by his own people, he has nothing to fear from the ICC. A man protests against Sudanese President Omar al-Bashir outside the International Criminal Court in The Hague."The court must show what it stands for in this case," says Göran Sluiter, a professor of international criminal law at the University of Amsterdam. "Until now, the image was that the ICC has mainly gone after rebel movements. It needs to be seen as going after whoever bears the greatest responsibility for these crimes." The situation in Darfur, where at least 200,000 people have been killed and millions have been displaced, is the first to have been referred to the ICC by the United Nations Security Council. Past referrals -- Uganda, Congo and the Central African Republic -- have always come from the governments of those countries. In all three of those cases, the ICC's prosecutor's office took action only against rebel movements, even though the governments had also been accused of atrocities. In the case of Darfur, the Security Council asked the ICC to investigate the violence regardless of who perpetrated it. When Ocampo announced in June 2008 that he intended to prosecute the president himself -- on genocide charges, no less -- there was considerable uproar from many Arabic and African countries, China and even from some analysts and activists involved with Darfur. They feared the arrest warrant would only exacerbate the violence. There was criticism from legal circles as well. In January, Sir Geoffrey Nice, who was the prosecutor in the Milosevic trial, filed an amicus curiae brief with the ICC on behalf of an umbrella group of Sudanese unions and activists (who had collected the signatures of a million Sudanese), asking the court not to issue an arrest warrant against al-Bashir. The leaders of three ethnic groups in Sudan -- who, Ocampo said, were the main target of the genocide -- also supported the call. The risk of more violence was simply too great, and an arrest warrant would further discredit the ICC's image in Sudan, according to the critics.
Security Council Resolution Sudan, the Arab League, the African Union, Russia and China all hope the Security Council will use its prerogative to suspend al-Bashir's indictment in the interest of peace. But three of the five permanent members of the Security Council -- the US, France and Britain -- are likely to oppose any such move."It would look pretty bad," says Sluiter, "if the Security Council referred a case to the ICC only to stop prosecution once it reaches the president. An arrest warrant is very important. There are malicious and complex politics being played out in the case."

Cellular providers want Nokia to drop Skype from cell phones

Cellular providers want Nokia to drop Skype from cell phones
Two cell service providers in the UK are supposedly up in arms over Nokia's inclusion of Skype software on its N97 handset, and are threatening not to carry the device unless the software is ditched. This stance is not only annoying to consumers who are beginning to like VoIP, but it could also even hurt the carriers' business in the long run. Two UK mobile operators are reportedly fuming at Nokia for including a mobile version of Skype on its N97 handset. Both Orange and O2 are so terrified that the popular VoIP service will siphon away profitable cell minutes by allowing users to make free calls that they are supposedly threatening not to carry the device unless Skype is removed. The outrage is going on behind closed doors for the time being, though it's hardly surprising, given the power that carriers have traditionally had over handset manufacturers. They don't like customers having options that the handset maker wants to offer when they believe it might threaten their bottom line—even if they ultimately benefit consumers. This attitude is merely reinforced by the anonymous comments made to Mobile Today about the issue. "This is another example of them trying to build an ecosystem that is all about Nokia and reduces the operator to a dumb pipe," one mobile operator told the site. "Some people like 3 may be in a position where it could make sense to accept that. But if you spend upwards of £40m per year building your brand, you don't want to be just a dumb pipe do you?"
3 is a mobile operator in the UK that can apparently see the VoIP writing on the wall; it already offers a handset with Skype capabilities, and T-Mobile has also gotten on board with support for the service. Unfortunately O2 and Orange aren't fans of it, and are visibly holding back on allowing VoIP software so they can make sure it won't hurt their business. This is, of course, a frustrating development for customers who are increasingly buying handsets equipped with WiFi capabilities and want to be able to take full advantage of their capabilities. VoIP use on cell phones helps customers to save money and minutes by making extremely low-cost calls when on a WiFi network, without having to carry a second Skype phone with them. Including VoIP software on mobile phones could actually lead to more sales, more new customers, and even more cell network use because of the new customers. In fact, a "senior industry source" speaking to Mobile Today suggested exactly that: "If you look at what 3 has done—chargeable calls on Skype phones is bigger than those without it." This fear of VoIP is certainly not limited to the UK; mobile operators in the US have also been extremely cautious in allowing handsets to be equipped with Skype or other VoIP software, though some are taking baby steps. AT&T sort of tolerates VoIP apps on Apple's iPhone, though they
must be restricted to WiFi-only—no VoIP calls over the cell network for you! Additionally, T-Mobile has launched HotSpot@Home here in the US, which allows users to make VoIP calls over WiFi networks that automatically switch to the cell network when users wander outside of WiFi range. As VoIP becomes more pervasive, customers will put more pressure on cell operators to let them make those calls when they want to. It seems like a better idea for carriers to get on board now—even in a limited sense with WiFi-only VoIP—than to put it off until customers get really irritated. http://blog.telconews.gr/

Arab League probes Israel for 'war crimes' committed in Gaza

Arab League probes Israel for 'war crimes' committed in Gaza
By Amira Hass, Haaretz Correspondent
A committee of jurists hired by the Arab League completed a six-day tour of the Gaza Strip on Friday. The fact-finding mission was meant to investigate alleged war crimes as well as crimes against humanity perpetrated by Israel during its offensive against Hamas earlier this year. Arab League secretary-general Amr Moussa appointed the committee which is expected to submit a detailed report on its findings and conclusions. This report will then serve as the basis for any future legal proceedings the league plans to initiate. The panel consists of six experts specializing in international law and international humanitarian law. At the outset of the mission, the delegation said its task was "to gather information on the responsibility of the state and the responsibility of individuals, according to international law, for every violation of international human rights laws and international humanitarian laws, including crimes against humanity and war crimes." The delegation visited areas which were targeted by the Israel Defense Forces. The lawyers also met with residents who managed to avoid harm but whose family members were killed during the operation. Among those who gave statements to the committee were wounded Palestinians and eyewitnesses to various attacks, doctors, a German expert on armaments, and representatives of Palestinian and international non-governmental organizations. The panel also met with Hamas officials and other Palestinian representatives. The head of the delegation, Professor John Dugard, who once served as a special United Nations envoy investigating human rights in the territories, said that his team sent two letters to Israeli authorities and that he was hopeful for a reply to questions it posed. Members of the delegation also investigated the circumstances in which armed Palestinians launched rockets into Israel. Dugard told Haaretz that one of the questions raised during the trip was the proportionality of the IDF response to the rocket fire. Dugard said it was impossible to accurate gauge the matter without investigating the Palestinian side. Dugard is being assisted by criminal attorney Gonzalo Boye, a native of Chile who currently resides in Spain. Boye was involved in filing a complaint against six senior Israeli officials, among them former defense minister Binyamin Ben-Eliezer and former Shin Bet chief Avi Dichter, over their role in the deaths of 14 Palestinian civilians killed in the attack on senior Hamas operative Salah Shahadeh in July 2002.

Hayman Advisors: "Ορατός ο κίνδυνος διάσπασης της Ευρωζώνης"

US military gets the squeeze in Central Asia

Kyrgyzstan has slapped the US military with a dishonorable discharge from the Manas Air Base, throwing a monkey wrench into US President Barack Obama’s plans to bolster troop strength in Afghanistan just as the Taliban is showing a startling resurgence. Now, Washington will be forced to go shopping for other real estate opportunities across Central Asia. But the options are limited.

Kyrgyzstan President Kurmanbek Bakiyev made the announcement about the base closure during a joint press conference with Russian President Dmitry Medvedev on February 3.Bakiyev said he was ejecting US forces after repeated requests for increased rent payment went ignored. Washington pays $65 million annually for the Manas Air Base, while injecting another $150 million through economic incentives.Although Russia denies it exerted any behind-the scenes influence on the decision, it certainly made the Kyrgyzstan’s loss of Washington’s rent money a lot easier to accept: Bakiyev returned home with a massive loan package worth more than $2 billion, almost the equivalent of the landlocked nation’s total debt. But for Washington, the question may no longer be a matter of dropping hard cash; even Uncle Sam’s fathomless pockets may not be deep enough to reverse the public relation damage inflicted by the bumbling Bush administration.

Following the horrific terrorist attacks of 9/11, which was thought to have been hatched in the sands of Afghanistan, there was little resistance to the idea of US military bases being established in Central Asia. With the full sympathy of the international community behind it, America suddenly enjoyed carte blanche.Uzbekistan gave the US military base privileges at Karshi-Khanadad, known as K2, which offered convenient cross-border access to the Afghan border. Kyrgyzstan followed suit a short while later with the Manas Air Base just outside the capital of Bishkek. But starting with the unexpected and very unpopular U.S. invasion of Iraq in March 2003, Central Asia, not to mention the regional powerhouses of Russia and China, began to wonder how long the US military would keep its XXL boot print in the volatile region. It may be only coincidence that the Collective Security Treaty Organisation (CSTO), comprised of Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan and Uzbekistan, was founded in October 2002, just as war in Iraq was starting to look inevitable. The first sign that America was wearing out its welcome in the region came shortly after Uzbekistan violently suppressed prison riots and public demonstrations in the province of Andijan in May 2005. Some human rights groups estimated the number of people killed at 500. The US, under pressure from human rights groups, asked the government of President Islam Karimov to permit an international probe into the crackdown. This move quickly led to the end of K2 basing privileges. This was also around the time that various color revolutions, believed in some circles to have been underwritten by the United States government, were rocking the region. Now that the US military has also lost the Manas Air Base, what other options does the Obama administration have for maintaining supplies and troops in Afghanistan? The surprise answer is Russia, which is looking to normalize relations with the US and NATO after the ‘three Gs’ – Gas, Georgia and George – helped to raise the specter of a new Cold War in the minds of many political analysts. The rhetoric has climbed down a notch or two of late, but the fear and loathing continues to simmer just below the surface.“The most important thing is to normalize Russia-NATO relations,” Russian Foreign Minister Sergey Lavrov told reporters Wednesday, adding that the alliance must understand Russia’s security interests.Moscow has floated the idea of NATO using Russian transport planes to airlift military supplies to assist the ongoing operations in Afghanistan. There is also speculation that Russia could fly supplies out of Kyrgyzstan, where it has a base in Kant.Whatever the final result, both sides must appreciate the coincidence of the timing of a possible agreement. On February 15, Russia remembers the 20th anniversary of its withdrawal from the deserts of Afghanistan.
