Blast rocks Afghan capital
At least four people have reportedly been killed in a large explosion near the US embassy in the Afghan capital of Kabul, witnesses and police say.Officials suspect it was a suicide attack that struck a convoy of foreign troops close to the embassy entrance on Thursday.Reports say the bomber detonated explosives about 200 metres from the heavily guarded entrance to the US compound. The head of criminal investigations of Kabul police said four civilians had been killed in the blast, but Mohammad Ayoub Salangi, Kabul police chief, said only one civilian had been killed and six more wounded when the bomber blew up his Toyota saloon car on a road near the embassy and the health mnistry. US embassy staff were off work for the Thanksgiving public holiday and were unlikely to be out on the roads at the time, an embassy spokesman said. Security in Afghanistan has become a key concern for foreign troops and officials, as the country faces an increasingly resurgent Taliban.

Iran's Atomic Energy Organization plans to install
50,000 centrifuges in the country's nuclear facilities in the space of five years. Gholam-Reza Aqazadeh, the head of Iran's Atomic Energy Organization, told reporters that over 5,000 centrifuges are currently operational in the country. "Given that Iran intends to generate 5,000 megawatt nuclear power, we plan to install 50,000 centrifuges over the next five years," said the Iranian nuclear official, who attended an exhibition of the country's nuclear achievements on Wednesday. Earlier in April, Iranian President Mahmoud Ahmadinejad announced plans to install 6,000 new centrifuges in the Natanz nuclear facility by March 2009. Deputy Foreign Minister Ali-Reza Sheikh-Attar later in August said Iran was using 4,000 centrifuges to enrich uranium and planned to install an additional 3,000. The International Atomic Energy Agency, the UN nuclear monitoring agency, which routinely inspects Iran's main enrichment facility at Natanz through visits and permanent video surveillance, confirms that Iran has managed to enrich uranium-235 to a level 'less than 5 percent'. The rate is consistent with the developing of a nuclear power plant. Nuclear arms production requires an enrichment level of above 90 percent. Western countries claiming that Iran's enrichment is aimed at building a nuclear weapon have proposed a "freeze-for-freeze," where Iran would suspend uranium enrichment and the sanctions against the country over its nuclear activities would be lifted. Aqazadeh, however, said Iran would not consider suspending uranium enrichment, adding that suspension is not an option. Iran argues that the nuclear Non-Proliferation Treaty (NPT), of which it is a signatory, gives the country the right to enrich uranium for peaceful purposes, adding that nuclear energy is essential for meeting its growing energy demand. Regarding the issue of the "alleged studies", which accuses Iran of pursuing a "green salt project, high explosives testing, and the missile re-entry vehicle project", the IAEA, in its November report, called on Tehran to implement the Additional Protocol to help the agency clarify the nature of its nuclear activities. The Additional Protocol requires member states to provide an expanded declaration of their nuclear activities and grants the agency the right of access to any site in the country. Aqazadeh, however, said, "certain political grounds should be established first before Iran can accept the Additional Protocol."

Hurriyet - ’Israel may attack Iran via Turkey’
WASHINGTON - If Israel were to attack Iran's alleged nuclear weapons facilities, its bomber aircraft would most likely fly through Turkish air space, a prominent neo-conservative U.S. columnist has said. "The Israelis would not attack over Iraq. The way to go is through Turkey," Charles Krauthammer, a syndicated columnist who writes for the Washington Post and some other publications, said on the political panel "Inside Washington" on WJLA TV in Washington DC. The program was broadcast Sunday. He was asked if Israeli aircraft would have to fly through Iraqi air space in the event of an air attack inside Iranian territory. Krauthammer claimed that when Israeli fighter-bomber jets attacked and destroyed a suspected nuclear installation in Syria on Sept. 6 last year, they used Turkish air space on the way. "When Israel attacked the reactor in Syria, it went up the Mediterranean and through Turkish air space," he said.

It is evident that the anti-Russian propaganda in Poland reaches new heights. After the publicity campaign for the film “Katyn” (in the media I find a short information that all soldiers of Polish Army were compelled to see his film, as the part of their “cultural training”), the construction of the American “antimissile shield” become once again the propaganda tool, serving to stir both anti-Russian and anti-European emotions among common people. Only two weeks ago the newly elected in last September, Polish government was declaring officially its hardly concealed hostility towards this “shield” as the USA-owned, dangerous for Polish citizenry, military installation on Polish territory. And than suddenly, on the February 1st, Polish Minister of Foreign Affairs, Radek Sikorski (a member of the American Enterprise Institute, by the way) suddenly changed his mind and inclined, during his visit in Washington, to all pressures exercised by White House. This American “master of Eastern Europe” is wishing to establish in Poland not only the (anti)missile base, but also several subsequent, US Army owned, military bases. This supposedly in order to protect Poland from Russian hegemonistic drive. What happened, which changed the mind of Polish government so rapidly? On January 23rd a big military cargo plane, which was bought only two years earlier from the Spanish CASA producer, crushed in northern Poland, killing in this accident 20 high officers of Polish Air Force, including the chief of the personnel assuring the security of Polish airspace, general Andrzejewski. The origin of this crush still remains a mystery, supposedly pilots made a too narrow u-turn during the second attempt of landing in relatively good weather conditions. This, seriously wounding Polish military staff accident, professor Ivo Cyprian Pogonowski, an 85 years old, internationally known historian, living since decades in USA, commented in a following way, quoting information he found in a book of John Perkins “Confessions of Economic hit-Man”: “Every one politician (trying to liberate his country from “pincers of freedom” imposed by US Department of State) was told: “If you will be docile, you will be rich, but in case of disobedience you will finish like Allende in Chile, Arbenz in Guatemala or Lumumba in Congo”. The presidents of two countries, men whom I respected and thought of as kindred spirits - Jaime Roldós, president of Ecuador, and Omar Torrijos, president of Panama - both had just died in fiery crashes. Their deaths were not accidental. They were assassinated because they opposed that fraternity of corporate, government, and banking heads whose goal is global empire. We Economic Hit Men failed to bring Roldós and Torrijos around, and the other type of hit men, the CIA-sanctioned jackals who were always right behind us, stepped in.” End of Perkins’ quote. It is of interest to know whether the recent death, in Poznan Voievodie, of Polish generals, commanders of air forces, was a similar one, for they were not giving the permission for the construction of “shield” in Poland, and they did not want to endanger their country with the possibility of Russian nuclear counter-strikes.” Pogonowski indeed turned to be a prophet bringing bad news: only a week after the crash of CASA cargo aircraft, Polish government has changed its mind concerning the installation of the (surely nuclear) “shield”,
Its installation is planned at the abandoned military airport of Redzikowice, which is situated only 2 km from Pomeranian Academy of Pedagogy, where I teach, and only 4 km from the center of city of Slupsk, with its 100 thousand of citizens. Of interests are two “small” facts:
1/ The CASA cargo plane crushed only 20 minutes after an inter-landing at Krzesiny military airport near Poznan, where at present a US military air base is located.
2/ The article titled “Global Corruption”, in which Pogonowski enounced such an “interesting” explication of the recent CASA catastrophe in Poland, has disappeared from Pogonowski”s website www.pogonowski.com .It happened that I copied earlier the passage translated into English above, so I repeat Pogonowski”s “miraculously missing” prophecy in its Polish original: Ciekawe, czy niedawna śmierć w Poznańskim polskich generałów dowódców lotnictwa, była analogiczna, ponieważ nie zgadzali się na budowę "Tarczy" w Polsce i nie chcieli narażać ojczyzny na rosyjskie bomby nuklearne. Greece on Wednesday backed Greek Cypriots in a row with Turkey over oil exploration, a day after the Greek Cypriots accused Ankara of having resorted to 19th century-style gunboat diplomacy. "I cannot say that Turkey's stance until now, and its general practices in the eastern Mediterranean leave much room for optimism," Greek President Karolos Papoulias was quoted by AFP as saying. It was "unacceptable" that Turkey should call into question "sovereign rights" concerning the exploitation of marine wealth that Greek Cypriots have under international law, he added. Papoulias was speaking after a meeting with his Greek Cypriot leader Demetris Christofias, who on Wednesday began a three-day official visit to Greece.The Greek Cypriots said the incident occurred off the Cyprus south coast on Nov. 13, when a Turkish warship turned back a Norwegian-flagged exploration vessel. Cypriot Foreign Minister Marcos Kyprianou on Tuesday accused Turkey of resorting to 19th-century tactics. "No modern state, especially one that wants to join the EU, sends out warships to impede the (legal) exercise of rights," he added.Ankara countered that the Greek Cypriot oil search mission had violated its territorial rights and vowed to protest to international bodies. "We consider it an adventurist move to carry out activities on Turkey's continental shelf at a time when negotiations for a comprehensive settlement are under way in Cyprus," foreign ministry spokesman Burak Ozugergin told AFP on Tuesday . Greece and Greek Cypriots will remain vigilant to scrutinize Turkey's strategy and tactics, AFP quoted Christofias as telling reporters after his meeting with Papoulias. "We are builders, not wreckers," he said, but added they will defend the sovereign rights of Greek Cypriots and Greece against schemes coming from "this provocative neighbor". The Greek Cypriot administration has signed gas and oil exploration deals with Egypt and Lebanon, prompting protests from Turkey on grounds that the deals infringe on the rights of Turkish Cypriots. The incident came as Turkish and Greek Cypriots enter a period of renewed talks to reunite the island that has been divided since 1964 when Turkish Cypriots were forced to withdraw into enclaves. Greece also clashed with Turkey last week in a separate row over oil exploration. On November 15, a Norwegian survey ship commissioned by the Turkish government called off a search in the southeastern Aegean after Athens complained that the exploration was being conducted in its waters.

Huawei Opens Centre With Latin America
Chinese equipment manufacturer Huawei Technologies has opened a support services centre in Málaga, Spain. The global technical assistance centre (GTAC) is to provide Spanish-speaking services to operators in Spain and Latin America. In 2000--three years before the WMD craze got us all nutso about taking out Saddam--the CIA accused Huawei of secretly selling a communications system to Iraq. In the final report of the Iraq Survey Group, Huawei and two other Chinese companies were singled out for carrying out "extensive work in and around Baghdad"--mainly telecommunication switches and the installation of fiber-optic cable. Then in 2003, Cisco socked Huawei with a patent infringement lawsuit. Cisco claimed Huawei ripped off its intellectual property to make a lineup of routers and switches. Huawei denied the allegations though in the end caved.

Chavez welcomes Russian warships

Russian warships have sailed into a Venezuelan port in the first deployment of its kind in the Caribbean since the end of the Cold War. The vessels were greeted by a 21-gun military salute on Tuesday at the start of a week of joint manoeuvres as Moscow and Caracas seek to strengthen their political and trade ties. The ships, including the nuclear-powered cruiser Peter the Great and the destroyer Admiral Chabankenko, arrived at La Guaira, a port near to the capital Caracas, to coincide with a two day visit by Dmitry Medvedev, the Russian president. Vice-admiral Luis Morales Marquez, a Venezuelan operations commander, said the aim of the joint exercise was to "strengthen links of friendship and solidarity with the Russian fleet and the Bolivarian national armed forces". However, the move has been widely interpreted as a demonstration of the Kremlin's anger at the US over both its plans to install a missile-defence shield in eastern Europe and its decision to send aid-laden warships to Georgia this summer

Ankara has moved to lodge protests against the Greek administration in Cyprus at international bodies, he added, without giving details. Greek Cypriots earlier accused Turkey of harassing two Panamanian-flagged vessels in international waters on Nov. 13, and said that a second incident occurred on Nov. 24.
Turkey has said the exploration was encroaching its continental shelf, while Greek Cypriots said the incidents occurred in a maritime zone it has rights over under international conventions. ispute flared amid U.N.-brokered talks between Turkish Cypriot leader Mehmet Ali Talat and Greek Cypriot leader Demetris Christofias aimed at ending the island's 44-year division. A Russian politician ordered the murder of Anna Politkovskaya, the investigative journalist shot dead two years ago, according to details in an indictment, a defence lawyer has said.Murad Musayev, a lawyer in the trial of three men charged in the killing, said prosecutors had identified "a politician" inside Russia - without naming the suspect - of ordering the killing.The allegations contradict suggestions by Russian authorities that the killing was the work of a Kremlin enemy acting from abroad.Colleagues from the newspaper where Politkovskaya worked have alleged that authorities want the trial, partially opened to the media on Tuesday, held behind closed doors so that embarrassing details about the investigation are not made public. The prosecution had said it wanted the court closed to the media because of the possibility that it might hear evidence from Pavel Ryaguzov, a state security agent, who is being tried alongside the three suspects, on charges unrelated to Politkovskaya's murder. Jonah Hull, Al Jazeera's correspondent in Moscow, said: "Even if the defence account is correct, there is no guarantee that such sensitive information will ever make it into open court."
Judge criticised
Dzhabrail Makhmudov and Ibragim Makhmudov, brothers from Chechnya, are accused of helping arrange Politkovskaya's murder along with former policeman Sergei Khadzhikurbanov.
The three men are charged with being involved in the murder, but not with either ordering it or carrying it out. Hull said: "It's been described by supporters of Anna Politkovskaya as a farce. In the dock sits neither the alleged killer, nor the person who ordered her murder, merely three men accused of involvement in the crime."The trial of the three men, all of whom deny the charges, appeared in disarray on Tuesday after the prosecution demanded that Yevgeny Zubov, the judge, be dismissed from the case. Pavel Ryaguzov, left, and Sergei Khadzhikurbanov at the trial in Moscow [AFP] Musayev said that prosecutors had asked for Zubov to be removed after he lifted his own ban on media covering the trial. "They consider that various organisational questions are having an influence on the judge's opinions," Musayev said. Karina Moskalenko, a lawyer for the Politkovskaya family, also confirmed prosecutors had applied for the judge to be taken off the case.
Chaotic hearing
The request to remove Zubov was made during a chaotic hearing when journalists were first barred from the courtroom, then later let back in. Journalists were then told to leave again so the court could discuss procedural issues. Hull said: "The other surprise of the day was the judge's reversal of his own decision last week to throw the press out. "But the presence now of journalists in court may prove too great a threat to the doubtless powerful interests that sought Politkovskaya's death. "There are fresh suggestions the prosecution may seek to have judge Zubov removed from the case. With him, quite possibly, would go the media as well."The judge also told the court he was dismissing one of the jurors, Yevgeny Kolyesov, for breaking rules barring discussion of the case in public. The move came after the juror gave a radio interview last week challenging the judge's decision to exclude the press. Kremlin critic. Politkovskaya, a fierce critic of the Kremlin, was shot dead outside her apartment in Moscow two years ago, causing an outcry in the West over Russia's commitment to press freedom. A 48-year-old mother-of-two, Politkovskaya had reported on human rights abuses in Russia's turbulent Chechnya region and elsewhere and had received numerous threats. The trial of the three alleged accomplices in her murder is widely viewed as a test of Russia's justice system, which in the past has failed to put the main suspects behind bars in several politically charged murder cases. Greece's conservative government sought investors to run and modernise facilities at OLP (OLPr.AT: Quote, Profile, Research, Stock Buzz), the country's largest port, in February, aiming to boost competitiveness and grow cargo business at its commercial docks."OLP and Cosco have completed negotiations and have agreed on the financial terms of the contract," a senior OLP official, who declined to be named, told Reuters.Cosco Pacific (1199.HK: Quote, Profile, Research, Stock Buzz), the world's fifth-largest container port operator, will pay OLP a total of 4.3 billion euros ($5.90 billion) based on projected revenues, in annual instalments, over the duration of the contract.The two companies have agreed on details and financial terms including a refund paid to OLP by Cosco if the latter does not complete construction works and the charges OLP will have to pay for using the docks.Greece's court of audit, which oversees large financial contracts with the state, is expected to approve the terms of agreement later in October, and then both parties will sign the contract.

Bosnia Serb region to sue U.S. envoy, prosecutors

Bosnia's Serb region said Monday it will file criminal charges against a U.S. envoy and international prosecutors in Bosnia over an investigation into government infrastructure deals.A spokesman for Serb Republic Prime Minister Milorad Dodik did not specify what the exact charges were but said they would be prepared this week.European and U.S. prosecutors working in Bosnia's state court under a 1995 peace agreement want documents on contracts for a lavish 110 million-euro ($138.5 million) government building in Banja Luka as well as a local highway, police sources and diplomats say.Dodik has repeatedly rejected handing over the documents, saying the state court did not have jurisdiction to probe his government's deals and accusing prosecutors and judges of bias against Serbs.He has accused U.S. diplomat Raffi Gregorian, the international Deputy High Representative in Bosnia, of plotting against his government along with the foreign prosecutors, judges and some journalists and civic activists."We suspect a criminal association that is aiming to stop a positive trend of development in Republika Srpska and show it in incorrect and negative light," Dodik said last week.His move to seek criminal charges could inflame tensions between the two halves of the country -- born out of a 1992-95 war involving Serbs, Muslims and Croats -- and some experts say fighting could break out again.Gregorian said Dodik seemed to be "losing touch with reality.""It's an obvious attempt to deflect attention from his repeated failure and broken promises regarding the legal obligation to turn over documents ... regarding a number of projects that have been carried out in the RS (Serb Republic) under questionable circumstances," Gregorian told Reuters. LAGOS - Nigerian militants threatened to bring chaos to the western Niger Delta by interrupting shipping and attacking oil and gas facilities run by U.S. firm Chevron unless the region's military commander was removed.
The Ijaw Youth Leaders Forum (IYLF) said it wanted Brigadier General Wuyep Rimtip, commander of the joint military task force in the western delta, who has taken a tougher line on oil-related crime than his predecessor, transferred immediately.The threat raised the prospect of a new campaign of violence against the oil industry in the western delta, which has been much quieter than the volatile east for several years."(Rimtip) has woken the peaceful sleeping dogs of the Niger Delta," the forum said in an emailed statement.Security experts say the IYLF is effectively the political wing of a network of militants and activists from the Ijaw community, the predominant ethnic group in the delta. The IYLF email was signed by two "commanders" describing themselves as spokesmen for "Camp-5," believed to refer to a camp in Delta state belonging to rebel leader Tom Polo."If the commander of the JTF is not changed with immediate effect, we will stop the free flow of boats and vessels in the Delta waterways and make Delta state ungovernable," it said. The IYLF also threatened attacks on facilities run by Chevron in Delta state, which include the Escravos crude oil export terminal and the Escravos Gas-to-Liquid (EGTL) project. "We will take over Chevron Nigeria Ltd and EGTL despite the numerous gunboats and helicopters," the statement said.
Chevron could not immediately be reached for comment.
TOUGHER MILITARY STANCE
Attacks by militants on oil facilities in the Niger Delta, home to Africa's biggest oil and gas industry, have shut down around a fifth of Nigerian output since early 2006. Nigeria currently pumps around 2 million barrels per day.The unrest has mostly been in Rivers state in the east, where the Movement for the Emancipation of the Niger Delta (MEND) has blown up pipelines and flow stations.Delta and Bayelsa, the two other main oil-producing states to the west, have been comparatively quiet.Their state governments have preferred to "settle the boys" -- negotiate with the militants and award them security contracts rather than take an overtly military strategy.

And she quit the Saakashvili team at the right time again. According to the South Ossetian party, the Georgian army began preparing for a military operation in South Ossetia back in April. That month Nino Burjanadze announced her resignation. Perhaps she did not know that hostilities would be unleashed in South Ossetia, but she couldn’t have noticed Georgia’s militarization. She must have understood that Mikhail Saakashvili’s refusal to sign a treaty on the non-use of force with Tskhinvali and Sukhumi meant that hostilities would certainly break out. She knew that Mikhail Saakashvili had no other way out. Russia would grab South Ossetia and Abkhazia; and the President would be unable to explain his people why he had done nothing to stop the “Russian expansion.”It would have been unwise to side with Mikhail Saakashvili longer. And Ms Burjanadze cannot be called an unwise politician. She has always been astute. Now that Georgia was defeated in the war and the public is disappointed at Mikhail Saakashvili’s policy, she appears the only stronghold in the world of instability and challenges, which is why she is mostly likely to become the next Georgian President.

The epicenter of the quake, which hit at 12:05 Moscow time (0905 GMT), was 33 km beneath the sea bed and 360 km west of Petropavlovsk-Kamchatskiy, Interfax cited the Emergencies Ministryas reporting. The U.S. Geological Survey measured the quake at 7.0-magnitude and located the epicenter at 314 km west of Petropavlovsk-Kamchatskiy.

Russia has evidence that citizens from NATO member states including the United States and Turkey fought for Georgia in the five-day August conflict in the Caucasus, Russia's top investigator said on Monday. Alexander Bastrykin, head of the Prosecutor-General's investigative committee, said he believed that foreign fighters from Turkey, the United States, Czech Republic, Chechnya, the Baltic States and Ukraine fought against Russia. "It was a fairly small number of people. They mainly fulfilled support roles", Bastrykin was quoted by Reuters as telling reporters in Russia's second city of St Petersburg.A senior security official in Tbilisi dismissed the statement and said by law only Georgian nationals could serve in the country's armed forces.Bastrykin said some had conducted training for the Georgian armed forces. "There were also two snipers ... one from Ukraine and I believe a Latvian woman," he said.He said he considered the presence of foreign fighters a criminal offence and said he would bring it up at a meeting with representatives of Interpol.Russia and Georgia had engaged in a bloody conflict in August after Georgian forces tried to retake South Ossetia, a Moscow-backed separatist region that rejects Tbilisi's rule.Russia recognized the two regions as independent states in the aftermath of August's conflict, drawing condemnation from Western states who said it was violating Georgia's sovereignty."It's really difficult to make comments on such absurd statements," Kakha Lomaia, the Secretary of Georgia's National Security Council, said, as he responded to Bastrykin's allegation."There are only Georgian citizens in the Georgian army as it's a legal requirement," he was quoted by Reuters as saying."The statement that almost half of the world was fighting in our army in August is just a fantasy of those in the Russian leadership who would like to justify killings of the peaceful population," he added.

The Israeli Air Force is reportedly holding secret training sessions to prepare for what may be a future attack on Iran's nuclear facilities. An Israeli squadron is conducting dress rehearsals in the Negev desert, for a strike on Iran's nuclear infrastructureThe Sunday Times reported. According to the Sunday report, the secret mission could lead to Israel's third and 'easily most dangerous' attack on a nuclear plant in three decades if it gets 'the political go-ahead'. Israel had earlier attacked nuclear plants in Iraq and Syria. "We feel the future of Israel isn't safe and we want to do what we can to defend it," The Sunday Times quoted a pilot as saying on condition of anonymity. This comes as some 120 US military personnel in the Nevatim air base near the Negev desert are adding the finishing touches to an advanced X-band radar system, with a range of 1,250 miles that will gravely enhance Israel's tactical capacity in the air. The system is also believed to be capable of countering Iran's advanced Shahab-3 and the newly-tested Sejjil ballistic missiles. Earlier reports suggested that the system could also facilitate an Israeli air strike on Iran's nuclear facilities. The Haaretz daily, meanwhile, reported on Sunday that Israeli defense chiefs are calling for contingency plans to be drawn up for military action against the Islamic Republic. "Israel faces these threats almost alone ... It is imperative to mobilize the international community and obtain regional cooperation. The new American administration is an opportunity to do this," Haaretz quoted one of the military chiefs as saying. The report came as US President George W. Bush and Israeli Prime Minister Ehud Olmert are to hold crucial White House talks in the wake of the latest UN nuclear watchdog report on Iran, which states that the agency 'has been able to continue to verify the non-diversion of declared nuclear material in Iran,' adding that there has been 'no indication' of Iran conducting nuclear reprocessing activities. The Guardian has confirmed that Olmert sought a green light to strike Iranian nuclear installations in a May 14 meeting with President George W. Bush. On July 13, The Sunday Times quoted a senior Pentagon official as saying that the Bush administration had given the 'amber light' to an Israeli plan to attack Iran by means of long-range bombing sorties. "Amber means get on with your preparations, stand by for immediate attack and tell us when you're ready," said the official on condition of anonymity. On October 12, The Times reported that there is the likelihood of Israel bypassing US warnings and unilaterally striking Iranian nuclear facilities in the same manner Georgia attacked South Ossetia.
